Washington Commission for National and Community Service

Senior Corps

The Retired Senior Volunteer Program (RSVP), Foster Grandparent Program (FGP), and Senior Companion Program (SCP) are established programs which are involved in providing service opportunities for mature adults in Washington State. These programs work in conjunction with the Corporation for National Service to serve needs of communities statewide. Any person wishing to serve in the Senior Service Corps should apply directly to the programs themselves

Retired Senior Volunteer Program

There are seventeen RSVP projects in Washington State serving thirty-one of the state's thirty-nine counties. Members of RSVP are at least 55 years of age; there is no upper age limit. These projects are sponsored by non-profit organizations and local government agencies.

RSVP volunteers serve in schools to increase reading and math comprehension of elementary and high school students; provide instruction and guidance to teen parents; organize neighborhood residents in a wide variety of public safety projects; in cooperation with the State Insurance Commissioner, counsel elders about health insurance and related matters through the Senior Health Insurance Benefit Advisors (SHIBA) program; educate the public concerning methods whereby environmental concerns can be addressed by recycling and the purchase of products that result in less waste of packaging materials.

These are merely a few examples of the valuable community service that is provided by the nearly 16,000 volunteers of RVSP.

Foster Grandparent Program

Members of the Foster Grandparent Program (FPG) are low-income people sixty years of age and over. They serve twenty hours per week and receive a non-taxable stipend of $2.45/ hour. Foster Grandparents provide individual attention, love and personal care to physically handicapped children; teenagers who have run afoul of the law because of alcohol, drugs or other behavioral problems; homeless youngsters; teen parents; and boarder babies.

In Washington, there are eight FGP projects in which Foster grandparents provide English as a Second Language (ESL) instruction to young immigrants from Europe, Africa, Central America and Asia; provide reading assistance to youngsters enrolled in Head Start centers and public schools; provide emotional support and a stable, loving presence for children from homeless families staying in emergency shelters; counsel and listen to teenagers confined to juvenile detention facilities because of unlawful activity. This is but a sample of community service activities whereby Foster Grandparents improve the quality of life of youngsters and teenagers who require the love, personal care and attention which an elder can so effectively provide.

Senior Companion Program

Members of the Senior Companion Program (SCP) are low-income people sixty years of age and over. They serve twenty hours per week and receive a non-taxable stipend of $2.45/ hour. Senior Companions provide home visits and personal assistance to elders who are often struggling to maintain themselves in their own residence rather than exist in nursing homes and other long-term care facilities. Members of SCP are advocates for the elderly who may suffer from chronic health conditions, be physically and/or emotionally disabled, or otherwise require the help of a caring and knowledgeable friend and advocate.

In Washington, there are four SCP projects in which over 170 Senior Companions assist homebound elderly with shopping, paying bills and understanding Medicare policies and procedures; provide respite to care givers who have a family member afflicted with Alzheimer's disease; assist the elderly who are attempting to recover from alcoholism receive appropriate treatment, while providing needed counsel, companionship support; arrange for the required support services and provide advocacy for elderly patients who have recently been discharged from a hospital or other medical facility. This is a limited but representative sample of community service activities whereby Senior Companions improve the quality of life of older persons who benefit when there is a friend/ advocate willing to represent their best interests.
